Senators Reach $780 Billion Stimulus Deal as Jobs Vanish

Democrats succeeded, after a long day of private negotiations, in winning the support of enough Republicans to move the package toward a final Senate vote.

The deal, announced on the Senate floor, was the result of two days of tense negotiations and political theater. Mr. Obama dispatched his chief of staff to Capitol Hill to reassure senators in his own party and called three key Republicans to applaud them for their patriotism.

The final details were negotiated during a late-afternoon meeting in the office of the Senate majority leader, Harry Reid of Nevada; other top Democrats; and two Republican senators, Susan Collins of Maine and Arlen Specter of Pennsylvania. After they came to terms, the senators brought in the White House chief of staff, Rahm Emanuel, for assurance that the deal was acceptable to the administration, and Mr. Emanuel signaled it was.
